It is 3 months since the end of the tax year (5th April) I have not recieved a P60. Is there a time limit as to when it should be issued?

I would ask your employer for it,they may have sent one by post and it's now been lost
You are entitled to a P60 so if you don't get the original then a duplicate should be issued
Your employer should have given you your P60 by 31st May at the latest. Legal requirement on him.
