Maybe - it very much depends on the individual company.
Where I used to work, the Supply Chain Manager became the Procurement Manager without his function changing at all.
When I was at work years ago, procurement was the work of the Purchasing Department which was staffed by Buyers and had a Chief Buyer.

Not fancy but does describe the job function succinctly
In my oraganisation Procurement and SCM is two diff dept.
Procurement is comes in Transaction dept and SCM is for Logistics dept.
