You can change them at any branch of the Banco de Espaa (coins as well if you have any)

Are there any Banco de Espana in the UK?
http://www.bde.es/billemone/peseta/canjeexe.ht m suggests you can mail them in

There are various Spanish banks in London ( http://www.vivelondres.com/tiendas.shtml#003 ) but not the right one. They may (or may not) be able to help.

Could also be worth trying Thomas Cook on the off-chance they will do it.
