self assessment tax form - is it due or not?

my hubby usually by now has received a now shortened version of a self assessment tax form. he wonders if he should leave it or phone them and then it might be the wrong move. are you supposed to get one every year?

If he owes tax he has to tell the IR whether they send a form or not.
If he is owed tax then it's a good idea for him to tell them.
If he's had a succession of years where he has neither had to pay tax nor received a refund then they might stop sending the form.
It will never be the wrong move to ask them.
