Having brought a property with no central heating or electricy is it possible to receive assistance from local coucil or with the VAT element of the costs

It depends on where you live and your circumstances.

You normally have to be in receipt of benefits to qualify, but phone your local uncil to check. If you don't ask - you don't get!
