The link you've provide only refers to obtaining a residence permit and not (directly) to acquiring citizenship. To do that you'd need to apply for naturalisation (unless you otherwise qualify, e.g. as a child of a Latvian parent). See here:

Obviously you couldn't do that until you've lived in Latvia for 5 years, so you would need a residence permit as the first step. See here:
