For years now OH and I have agreed to only spend £20 on a pressie for each other and also an IOU to take us out for lunch at a place of our choice. He broke the rule this year. He bought me a very expensive Smartphone. I bought him a polo shirt from his MG club. I was thrilled with the phone but felt a bit mean/embarrassed with his present. How would you feel?

Perfectly fine. More fool him for spending more than you agreed.
The daughter bought her boyfriend a shirt and some odds and ends............he bought her diamond earrings so she's mortified.
My Mum and Dad do that too. They have a £50 agreement but every year Dad goes over the top. lol
That's because when women say "don't spend very much on me" we all know you don't mean it.
Car, I know what you mean. I wouldn't be embarrassed but I'd remind him about the agreement, next year - or you could get him something a bit more expensive on his birthday....
Cara he clearly thought that this year you deserved spoiling ,enjoy it , you can always get him a little treat in the sales.
