This has a 5 page limit (with the free version) but it might well meet your needs:

Thanks for the note. I will have a look
A few years ago, I created a website using a version of Netscape that was free with one of the magazines at my local newsagents.

Older versions of software are often ‘given away’ with an offer to upgrade – I would be surprised if such a magazine is not currently available at your newsagents.

Once I had my website up and running, no search engines (Google, etc) knew of its existence, even if I searched for the website address.

I understand that if I paid (Google, etc) money for each time someone ‘clicked’ on the link to my website – my website would appear at the top of the list in any related search.
Try:
http://www.weebly.com/
http://www.moonfruit.com/home
http://www.webs.com/
http://www.wix.com/

There's loads more if you do a search for something like 'free website creator'.

As for getting your site on Google, you have to submit it to the search engines, for which you can use:

http://www.submitexpress.com/
http://www.dreamsubmit.net/

Or again, do a search for something like 'free website submission'.
I have been using the Website Maker. It is easy to use and even supports Flash graphics.

Make sure to choose the "free version". It's limited but it will be sufficient.

There are some functions for search engines, but I nevered tried them out...

Good luck!
