Can I set up a standing order or direct debit to take monthly payments from someone's else's account, with their agreement?

The other person would have to set up a standing order from their account, you wouldn't be able to do it.

If you are an individual, I doubt very much you would be able to use the direct debit scheme.
Lots of husbands have standing orders to pay money into their wives accounts and I'm sure visa versa too. So there's absolutely no reason why you can't do the same with unrelated people.
Yes this can be done. The other person (who will be paying the money monthly) will need to set the agreement with their bank. It will be a Standing Order. Only companies use Direct debit.

Also, on my account, I can easily set up a regular momthly payment if I wanted - all I'd need is the account name, number and sort code.
yes i set up a standing order with another company and it was takeken out each month.
