It's a few years ago now, but I found Direct Line the best - especially if it's for a small car.

And check out Martin Lewis' site:

http://www.moneysavingexpert.com/insurance/com pare-cheap-car-insurance

Used that site today, funnily enough, and have got my house contents insurance down from 100 to 36 (got an extra chunk slashed off by signing up via Quidco - details on how to use this cashback site, which might slice more cash off your insurance quote, are all on the site)
Try Bell.co.uk my son who is 21 and had an accident got a very good quote. But only if he paid in a lump sum, If you choose monthly then any discounts you would have got get taken away.
Suggest you also check out the PASS PLUS driving scheme for novice drivers. Googling PASS PLUS will give you more information, but basically it's a scheme to give new drivers more driving experience and confidence. In return for completing the scheme (and drivers don't have to pass a further test) many of the major insurance companies will offer them large premium reductions.
