In practice there will be some non-compliance (well, quite a bit actually from the selfish, the disbelievers or those that like to challenge authority wherever they can- and I'm not counting the few cases where 7 or 8 people meet up for a family birthday), so the hope is that a few large fines reported in the press will deter others who are considering breaching the rules/law.
Yes, Baldric, of course the government needs to recoup over a hundred billion pounds but that will be done over time via taxes and maybe spending cuts or longer term borrowing, not by the odd fine/fixed penalty notice of £60. Even if a million fines are issued next month the £60million would probably cover about one hour's furlough costs
