Is there any kind of national blacklist for bad tenants, to stop them renting again? References are virtually pointless when letting agents accept backhanders from bad tenants.

No because its open to abuse by bad landlords. You can always credit check the person applying to see if they have CCJ's for rent arrears, although this is less than a perfect vetting system.
Whilst I do not know it seems incredible to me that a general access blacklist existed. But I would have thought it plausible for large ownership landlords not to hold their own lists to avoid running into a 'right pain' and having to deal with them a second time. But not really what you're looking for is it. I guess all money making enterprises have their own risks one must deal with as they trigger.
Backhanders from bad landlords would be a bigger problem.
...and probably already is.
wouldn't have thought so. That would infringe all kinds of laws i suspect
O_G not all landlords are renting property as a money-making exercise. I rent my property in the UK as I've moved abroad for a period of time.
I bet you'd have less cash if you didn't ;-)
Not losing money is isn't the sameness making it though is it ;-)
For the past 17 years I've only let to people who have rented privately and not through agents. This could be a solution.
