I always thought it was "Hear! Hear!", as in I can hear what you say.
It's short for 'Hear him ( or 'her') !' meaning he deserves to be heard and listened to (because I agree with him !) .
It's not 'here,here' like Frankie Howerd would say, meaning 'that's enough of that' or 'Ive a secret to tell' nor is it telling the Speaker 'Look, I'm over here !' -:)

I can't help thinking the house would be a much better place if everyone said "Oo-er missus" and "Nay nay and thrice nay"!!
"Hear, hear" is a recognised form of expressing agreement with what is being said.
