its probably the conditioner you are using some of them are extremelly heavy and cling to the hair giving a greasy appearance .try changing what you are using just try a medicated shampoo without conditioner.,you will have shampoo the hairspray out when you washed your hair so it can only be the conditioner.  mullein
You should also try using a different type/brand of shampoo every few weeks, as your hair gets accustomed to one brand, and it loses its effectiveness.

try CLARIFYING SHAMPOO AND CONDITIONER. clairol herbal essences  do a fantastic one in a green bottle, other than that pantene is a good alternative - clue transparent bottle.

clarifying products remove build up and leave your hair squeky clean and looking goooooooooood

The best conditioner I've ever used (and still do - for almost a year now) is Aveda Shampure conditioner. You won't get a build up from it, it's made up of purely natural ingredients and is quite lightweight. And it smells loverly. ;D

Try the shampoo too (Aveda Shampure shampoo). It gets rid of grime and build up of product in your hair, but doesn't strip it. It's very gentle.

Hope this helps.

Further to these answers it's worth checking whether the conditioner you're using contains Dimethicone, this makes my hair look greasy and i can tell straight away if it's in a conditioner without having to check the label. It suits some people like my sister, whose hair looks fab with it, but mine looks lank and dirty.
