You might want to try using a rebounder (mini trampoline). They are fantastic for the lymphatic system and may help you.
if you have genuine lymphoedema as opposed to water retention, then get checked out by the doc as it can be a symptom of heart problems amongst other things. Are your legs huge like an elephant? Does fluid ooze out of the skin? can you stand and walk? If you are healthy but suffering from puffy legs, poss made worse by hot weather, try the following. Reduce salt and increase water intake, generally consider your diet and make sure that it is a healthy one. Spend sessions resting with your ankles higher than your hips (think of draining a hose) and move your feet and legs while you are resting. Increase exercise generally. Increasing protein intake while reducing carbs will incline your body into diuresis and help it to expel excess fluid ONLY DO THIS IF YOU ARE HEALTHY AND HAVE NO LIVER HEART OR KIDNEY PROBLEMS AND ARE NOT PREGNANT. Take cool baths or showers rather than hot. Parsley is also said to be a gentle diuretic, as is dandelion tea.
