It's not that men are 'female' - it's because the gender of the foetus is not decided until a time after the nipples are formed, so both genders have them.

The foetus is not 'female' then 'male', it has no gender at all initially, then the chromosomes dictate which gender the foetus is to be, and it develops accordingly.
