Eucalyptus Oil is excellent for tar, grease and oil.
Have used this many times, on lots of different fabrics including carpets. Rub into the stain, leave (will dry very quickly), use again if necessary, then wash blouse.
If you need to use of carpet, same method (no need to wash after though). Clears your head at the same time!
Might need to open the windows, as it is a powerful smell.

P.S. Used on a relative's cream carpet (BBQ black oil or tar), quite a large area, but it did the trick!!

forgot to look in to see how you got on...
It will not say so on the bottle, as it is a nasal inhalation treatment for cataarh. Trust me (I'm not a doctor - lol), it does work, like other stain removal remedies, of common household items - vinegar to remove tea stains etc.
If you are that much in doubt, put some oil/tar/grease on a old white rag, let it dry, then use the euc oil, and see the results! It has never failed me yet. I don't think that Which? would dare to mention it in their book, do you, if it wasn't safe to use?
