On my Android phone I have a notepad app.

On that, when I have a page displayed there is an icon that looks like the sun with a semicircle in it. Tapping that scrolls through various colour options.

If you are referring to MS Notepad then the page is supposed to be white, so I'd say something is wrong. Have you tried turning off then on again ?
