When you & someone make eye contact & they give eye contact but then they quickly look down. Also they don't look your way when your looking but when your not they do. And they seem so confident around others,they give eye contact with them. But ima a lil shy so i find it a little uncomfortable to look someone in the eyes for long period of time. Maybe its because they know i find it uncomfortable. i really dont know. Awhile ago i was sitting down and caught this person looking at me but they did not look away,she kept looking at me.I caught her staring at other parts of my body also.

Well that's two different situations. One where they broke gaze and looked down, the other where they continued to look.

People are so aware of how they feel they are unlikely to be breaking off gaze because they think you feel shy. It's more likely to be because they feel uncomfortable.

As for the starer, why not go ask them if they want something and find out ?

I don't give things like this a second thought. She might have been admiring your clothes, or wondering where she'd seen you before, whatever. Not significant.

Re the breaking eye contact - perhaps they know you're uncomfortable looking people in the eye, so break away.
