Cos it's cool. They don't really need them most of the time. If they want to send a payload up to a Space Station, they can do it unmanned.
One to pilot the craft, the aother six to change the bulb in the dashboard.....
There's no need to change the lightbulb, we're perfectly happy with the lightbulb, although there was a problem with lightbulbs on previous crafts, we know it will definitely not present a problem this time round, because we've spent billions on fixing this problem. Oops. There goes a lightbulb.

They don't always.  The Apollo missions to the Moon had 3 each; other missions have had anything between 1 and 8537 each.
I had hoped to be #8538 and was gutted they left without me.
Cause it's a lucky number? Or the shuttle cannot fit more than seven? Or that's how far they can stretch the budget to get all of them life insurances that cover space accidents.. you can tell I'm just guessing.
