I think it means "just overweight" but not very fat. I hate when magazines go on about "real" women as in not skinny and tall.

I am fat, very fat I am not offended when described as fat.

So "curvy" means well endowed up top, and full figured means a bit chubby all round?
Going purely by descriptions, I would say 'Curvy' is fair sized bust small waist and curvaceous hips.

'Full figured' as above but without a nipped in waist.
Curvy could mean something like an hourglass figure though, boobs and "child bearing hips", you don't tend to hear that phrase so much these days though.
I think they're all different ways of saying the same thing
