Weird Insect Behaviour

Hi, was wondering if anyone knows what's going on
I got up this morning to find several insects on the outside of my window. They look a bit like small striped wasps but are black and white and have a face more like a fly. The weird part is that they are all hanging upside down and not moving and each one has created a white mark on the window. There doesn't seem to be anything out there that they are hanging off either. Any ideas?
