Not really Rockwell, I don't think; his work is more lifelike and less cartoony

I agree. But it reminds me of a style of American painting.
If you scroll over the fence, you'll see it's the 176th birthday of Samuel Clemmes (aka Mark Twain)... probably just a quick, thrown together artist rendering for the occasion...
In fact, if you "click" on the fence it takes you to some links, one of which talks about Google's "Doodle" used to construct the faux-painting... described here:
