I have an old computer that isn't really good enough for modern-day needs but still works perfectly well. Is there anywhere that "recycles" them or rebuilds them? (I'm in Norfolk.)

umm.... do you think it would be possible to donate it - maybe to an organisation for kids or something.... that is if you dont want any money for it.... they may know someone who can upgrade it, or may be able to fund up grading and it will provide the kids / organisation with computer resources.... only a thought.
There are Charities out there that can recycle old PC's for use in schools and the third world although they do generally cater for more of the business side of things. It may be that your local council will be able to help you out.
just put 'recycle old computers' into the bbc search engine and one of the first things on the list was a disability webzine from south norfolk! it was from 2002 but the relevant paragraph was

Recycle your computer
South Norfolk Council provides a free collection service from homes or businesses in South Norfolk for computers not more than five years old, laptops or printers. Having a proper recycling of the systems is actually need of the hour. A lot of companies have different outdated desktops that are not in demand. Some of them offer it by placing them in the market for swift selling. IT recycling company have proper facilities to recycle the product. Not only computer but large variety of IT products. People can also get better deal giving it to the recycling firms than giving it to landfill companies.
