I'm aiming to tone up my body (in particular my abs and arms) does running help to do this? I'm 18 if this helps suggest any other methods. Thanks

No it won't, You need to do a balanced weights routine too. Whilst running will breakdown some fat, it will also breakdown muscle and you may end up looking a bit scrawny.

Doing weights will provide you with leaner muscle and therefore, use more bodyfat as fuel, helping you to lose stubborn areas of fat. Good nutrition plays a very important part too.
