I do not think so if it is for private use and not for hire or reward. you can have up to 8 seats and 3.5 tons even on a new licence. I know the police and local authoraties are clamping down on these vehicles, but for private use with an MOT you should be OK.
You wouldn't need another licence ,but if it's for hire then you would have to be PCO registered.

depends where you live. certain local councils in scotland insist youre background is checked (disclosure scotland check before they will let you drive it (for hire or reward obviously) as for the licence you would require a pcv/psv if it was to carry 9 or more passengers as it is classed as a bus then . i think thats about right!!!!!!!!!!!!!!
