Elderly lady over 70.
Has had hysterectomy.
Issues with frequency wears pads.
Vagina looks healthy was recently seen by GP.
Has slight 'itch' near opening to vagina.
What can someone recommend that she could try?

A GP?

meanwhile try e45 or sudo creme or similar, just to sooth, wash area with aqueous cream twice a day.

As I said has seen GP but did not recommend anything.
Canesten cream, it could very well be thrush.

She recently had an issue and used canesten cream but this does not relieve the slight itch.
Surely if she had thrush the GP would have recommended canesten, the GP has seen her about it recently it appears.
There are several products available.
I would ask the pharmacist for a recommendation.
Vagisil cream then, until the doc can diagnose what is causing the itch as it should not be used long term.

Doctor examined her but did not recommend anything or run any tests.
a few things, some obvious but worth mentioning.
is she using any different clothes washing stuff?
Is she using any different soap, showergel, bath gel, talc and so on?
It might be a good idea to go to using just plain luke warm water in the area temporarily.
Is she wearing different underwear?
What about other underthings or trousers or pyjamas? anything new or tight?
has she changed her pad brand, have they "new and improved" them?
Is she trying to save money by changing them less often if they haven't been used? (sorry, just checking)
Has she been checked recently for diabetes?

Back to Gp is probably a good bet if none of the above help.
Is she drinking any more or less? Concentrated urine, even not a lot on a pad, can make the skin irritated.

She has not changed anything recently. I think it may be linked to her urine issues and hormonal changes. It gets her down.
hormones changes can make you itchy. If GP isn't being helpful, then can she ask to see a different one or specialist nurse?

Private lady who does not like to make a fuss.
urine issues? push plenty of fluids and a glass of cranberry juice once a day.
In the mean time tell her to dilute the water for washing down there with white vinegar and wash there with it. Regular white vinegar.
Femfresh to wash with....gentle,and specifically for that area.
