Went to a birthday celebration on Saturday night where the music was so
loud you couldn't hold a conversation. I kept going outside because the
pain in my left ear was particularly bad. It is still throbbing a little now and
fuzzy. How long will it take to recover. And does anyone know if there
are any guidelines in how loud music can be?

48 hours should see it settle.

Not an expert on the social aspect of noise, but I do not think that there is any legislation for private parties.

Noise in the workplace however is rigidly regulated.
