Does he go swimming? Could be the chlorine, in which case he needs an anti-chlorine shampoo.

No he does not swim
this happened to me in 1970 when I dyed my feather cut hair but left it on too long.

In Cuba when I was in the sea wearing a multi coloured sun hat, the heat and the water left a pink band of colour through my hair, so there are two options : )
Normally this is caused by some kind of chemical, normally from dying or perming the hair, or as idly enjoys has suggested, from chlorine in swimming pools.
Im guessing he doesnt dye his hair as he has grey in it. Is there anything he uses with chemicals?

Ive had my hair get a green tinge a couple of times before through dying it. I was told by a hairdresser to smother my hair in tomato ketchup, leave for a while, then rinse off and wash/condition as normal. I dont know who ever thought of trying ketchup but it does work!

Suggest this to your friend although Im not sure its going to work without knowing the cause but it wont do any harm in trying.
