In an adress to congress, President Theodore Roosevelt quoted a west African prover that said, "Speak softly and carry a big stick, you will go far." Assess the validity of this statement regarding the foreign policy of President Theodore Roosevelt.

It;'s a bit like the motto, ;'If you can't fight wear a big hat' isn't it?
I thought it was " Speak softly and carry a beagle" Seriously, some bemused foreign student asked this on the BBC's World Service. The helpful teachers replied that that had come from 'Peanuts' by Charles Schulz and was a reference to Snoopy, the beagle. They then went on to say that it was a joke, a play on 'carry a bugle'!
