It depends on the preccise context - but in visual art (eg painting or sculpture) "texture" usually refers to the physical properties of the paint or other material - eg whether the texture is thin or thick; rough or smooth etc. While "tone" often refers to the actual shades used (eg red tones), or to the overall impression of the colours, especially whether the tone is warm or cool.
in simple terms texture is surface and tone is shade x
