Is it normal for the rear lights of a car to have water washing around in them? It's nothing different; a sealed unit with all the different bulbs in, but I just noticed with all the rain that there is water sloshing around in there.

not normal!
Take it to bits, see where the seals are (or should be) and put it back together. It should not be any more complicated than changing a light bulb: check your handbook.
One of my vehicles had a leak we couldn't cure. Just drilled a tiny hole in the bottom to let water out.
