Someone who rides dragons!
Assuming we are talking about Anne McCaffrey's "Pern" series, riders are chosen from a certain caste (could be wrong on that score) and when the dragons hatch, they telepathically "impress" themselves upon their chosen rider. Seem to remember (it's been a while) a few cases of dragons choosing other types than the "approved" people from time to time.
After training etc etc the dragons and riders fly when "Thread" - a devasting natural phenomenon that occurs regularly on Pern - falls and attempt to burn the Thread from the skies.
