If I make a freehand drawing from eg. a magazine cover photo -would that be regarded as infringement?

No. Copyright infringement occurs if you take or duplicate a copyright item and reproduce it for sale or gain, without either the originator's permission, or a contract to pay them an agreed sum for the reproduction of their work.

In this instance, the originator is unlikely even to know that you have copied their work, apart fom which it is only exact duplication and then distribution that enters copyright infringement.
