Read that earlier Baldric. More sickening evidence that our councils are happy to ally themselves with liars and crooks if there is a few bob in it to stash in their pension pots.
I don't see that the law is an ass in this case- but maybe the person who pursued this is an ass. Having said that, I'm not always convinced in these cases that we have the full story. (As a parallel I regularly get parents who relate a complaint that their son/daughter was given a detention just for having no pen- when in reality they haven't been told that their son/daughter threw a few pens across the room, refused to work and hurled abuse at the teacher)

In this case it probably is the full story. I know of many people who have been followed by Kingdom employees, especially if they were smoking. I have, when walking my dogs, until we were out of their jurisdiction.

These people are nothing more than revenue collection services for councils. Here in Stoke (as elsewhere) we have rubbish left for ages in various places before the council even attempts to remove it but whoa betide you if you drop a cigarette butt on the road.
