If Mercutio is related to the prince and paris, what does that make him? Is he a prince too?

I assume you are talking about romeo and juliet, i hate studying shakespeare but i'll try to answer your question.

wikipedia has Mercutio as being in the house of Verona but a kinsman, not a Prince.

~Mercutio is another kinsman of Escalus (the prince), and a friend of Romeo.

If you look at our own Royal family, Princess Anne's children (for example) are direct relatives of the Queen but are not called Prince and Princess.
