Is it best for a wirless router to be switched off when not in use or permanently left on?

Off. Protect it from power surges.
That, and sometimes routers flat out refuse to work when it gets a bit hot.
I leave mine on 24/7 as recommended in the manual, but I have had a couple of connection problems which I think were due to overheating.
This is all assuming you have changed the network password, of course. Otherwise someone may hook up to your network.

wow...if you install a network, you're responsible for any illegal use of it...
I disagree with those that said to turn the router off. I work in the industry and Routers by design are meant to be left turned on. They can protect themselves from power surges etc. My advice is to leave it turned on at all times. Since I have had mine installed (3 years ago) it has been off twice both caused by neighbourhood blackouts.
