I have handreared a ********* chick from 2 weeks old. He is now 16 weeks old. Only half of his feathers and still being handfed. What next?

The missing word is "rock"...
At 16 weeks your cockatiel should have been weaned off to seed and happily flying around for at least 8 weeks. Only half his feathers at this stage means it has been badly undernourished and I strongly advice you get a proper parrot handrear mix from your petshop and try to revitalise the unfortunate thing.

I have fed him Parakeet Handrearing Food as recommended by vet and long used pet shop. I have done everything that I have been told to the letter. He has so far cost 70 pounds at the vet and neither pet shop or vet can think of anything else.I will not give up as he is such a little fighter. Hence out of deparation am asking for any advice.

Tropican or Kaytee parrot handrearing formula are the best, but hard to obtain in some districts. Try providing some sprouted seeds for your bird, and eventually dry seeds. Little bits of fruit or vegies might entice it to start sampling. Even if it only has half his feathers, it should be weaned off by now and eating by itself..

Have been feeding Tropican from the start. Thanks for your advice. I shall try your sugestions
Like your 'rockchick' idea IndieSinger *WAB*. Was going to suggest sprouted seeds and some fruit and vet, but Wildwood beat me to it. This might give him more nutrients.
