Not all dogs have wet noses, but those that do have sweat galnds in the part of the nose not covered by fur. Dogs only have sweat glands in their noses - those that do, depending on the breed - and in the pads on their pores, which are insufficient to keep the animal cool on a hot day, so they pant. This allowe slaiva to evaporate from the tongue, and for hot air to be exhaled and cool air inhaled, which has the desired effect.
you try drinking out of a toilet bowl without any hands to dry it.
'cos dogs coats don't have pockets to carry hankies in.
