Are they closey related or link as scientist claim they both have ancestral links to Dinosaurs?

The closest non avian relative to birds is the crocodilian genus, so yes, they definitely are closely linked to reptiles.

Google for the Hoatzin and the reptilian ancestry can not be denied.
All birds have scales on their legs and are ectothermal for the first few days after hatching.
