Can anyone explain why 6D occasionally steps round down with swimmer is sea bass?

Good morning, I'm inching towards the end of the grid fill. Thanks for the very comprehensive hintd, Dredd, though 37d still eludes me. My unclued at 45a must be wrong.

37d Tongue and chin distinctly defective (5): LIN?E 
         ( At first I thought LINGO )

And help with this last one:
38a    In Iberian city, run house (5) : ?I?G?

37 Hindi- as advised earlier, in the clue!

38 Virgo, astrological house. Vigo, Iberian city, with R, run, inside.

You are correct re 1A, 44A, 45 A and 5 D. You have a couple of mistakes in your listing at 8 D.

Many thanks, NACW and Iminoz, I’m puzzling over 42d:
42 Blossom edible root put up (3): M??
And I thought I had 28d  ( SHE-GOAT ) and then the Unclued 45a worked out to be one of the battles : BATTLE OF THI’Qar/Amr
But I’m not yet out of the woods…some help to put this one to rest, thanks!

The outside of the grid is all partof the same quotation beginning at row2 of the rightmost column and working its way clockwise and finishes at row 2 of column 1. There is NO 1d, 8d or 45across

to get you started the first two words are "he sees" the h goes in Column14Row2, e in R3, S in R4 andso on

Grateful for your help, JJ109, I felt my she-goat was right and I also had May but could not parse. I've been reading all about the two artists to get the quote, but I'm still way off. Am I on track with the following?

Matakari, glad JJ's steering helped. Yes, your letters are correct - you've now just some blanks to fill in. The subject matter helps- at least two of the words are very gettable!

Matakari, I forgot to point out that your 02.45 post had another error. There's no  JM in the middle...

May I just check 5d.

Thanks,NACW, I was going to double-check this one. TURNER JM RUSKIN seemed to fit. And as far as the rest of the theme goes, I’m still lost. Perhaps, one or two more words to the “ he sees” offered by JJ109 might help me to see the light.
