Why do we make a sucking teeth noise to get a cats attention?.

Because it sounds like mice! (The way I call cats it it does, anyway.)
The high frequency content of the noise attracts their attention.

As with most of the cat/human interaction (in that direction) it is food oriented. The cat can be alerted over distances by the sound. It is highly directional so it knows where to go, and it can easily recognise the sound as coming from the human food provider. Much better value than mice!!
