The song Sukiyaki in the 3g bid handed girl playing baseketball ad used to be a theme or title music to a programme on years ago, according to my neighbour! But what was it? he thinks waterfront or watermargin or something along those lines, but what was it and what was it about?

I'd guess the programme your neighbour is thinking of is The Water Margin, a Japanese drama shown over here (with dubbing) in the 70s. Sukiyaki was not the theme tune though, it had its own theme tune, with the imaginative title of The Water Margin. This was performed in English by Japanese band Godiego and in Japanese by American singer Peter Mac Junior. Believe it or not , I have got those the right way round! :-)
I thought it was used for some big competition/show eg. Tokyo Olympics 1964 or EXPO '70, but can't find any references only that it was the biggest japanese hit in the West. Sakamoto was killed in a big airline crash!
It was used for the TV coverage to the Japan Oylimpics
