Hello Ed,
Yes, the system for encouraging users to fill in the Question Details box, and more importantly the relocation of the Submit button, seems to be working- I haven't spotted any blank posts yet

next ...Although it now seems that if someone leaves the Question Title box blank and puts everything in the Question Details box no-one can reply.
