Should I report this to the RSPCA?

The people at the end of my garden have a fully grown Rottweiler which barks during the day and night.
They have a kind of paddock in their garden, no roof which adjoins my garden fence and at night they keep it in the shed, locked.

Two months ago I reported it to the Environmental Health who made a visit to my house and heard the dog barking and also witnessed it standing on its hind legs and barking and growling through the top of the trellis which is about 6ft high.

All they did was leave me a form to log down the times it barks and the usual, how do I feel and how does it affect me.
I know that this could take a year or so for the neighbours to be given a Noise Abatement Notice, so was wondering if the RSPCA could do something about it, as I think its cruel and if you have a pet dog, you shouldn't just leave it on its own all day and night.

Whats your opinions please?

I forgot to add, the neighbours are not your usual baseball hat and track suit yobs, they are about 30ish and seem quite respectable but, never speak to me or any other neighbours and the dog just arrived 9 months ago fully grown and not reared from a pup.
I may be wrong but I don't think the RSPCA will do anything, as long as the dog can shelter in a kennel that is big enough for a dog to stand up and turn around and it can exercise. Madness I know!!
I would report it. Even if the RSPCA do nothing, at least you tried.
Next time the thing pops it's head through your trellis lamp it one with a bit of 3 by 2

Ignore the tw*ts above Rotts are a very intelligent loyal breed that deserve better treatment than this one is getting. Sadly the RSPCA will do nothing in cases like this.
Try to get some other neighbours to complain and keep contacting the Dog Warden who might go and have a word with them.
Try extolling the virtues of Rottweilers to the parents of this poor toddler

A rottie, "a ticking time bomb", you really are a fool. Joeluke, you really are showing your ignorance!! even if that is the case, there is no need to be so cruel to the dog, it isn't her fault!

Any breed of dog can " turn " but people who are out at work all day shouldnt have a dog ,they need company as well as walks etc
We reported that two dogs had been left in a van in the freezing cold all night - someone came from the RSPCA just took a look at it and said they were all right and did nothing about it. People who treat dogs like this should not be allowed to have them. But then, perhaps that is just my opinion and I do not know what criteria is used to judge whether the animals are all right or not.

they do have a baby as Ive seen the baby-grows washing on their line, and it must be no more than a year old.
Thats another thing I'm worried about.
Neighbors can be disagreeable. Make friends with the dog, throw over a bone every now and then. It will be quiet while it gnaws the bone and it will look to you for more bones. Talk to the dog when you throw the bone and it will begin to obey you......owners may be upset but they cant stop you feeding it - unless they move it; problem solved !
Ive seen many of these reports about many breeds of dog, you have no idea what the background of that dog was or the circumstances surrounding the attack. one bad Rottie does not make them all bad, these attacks are usually caused by bloody fools mistreating dogs like you have suggested trt does to this dog, and when the trt hits this dog with the piece of wood and she is then attacked by the dog, it will be another Rottie blamed for an attack. You really are a first class fool!!!

Clearly something needs to be done, but being cruel to the dog will just make it very aggressive!!!
Best putting a slug between it's eyes then, save a small childs life
