Should I report this to the RSPCA?

The people at the end of my garden have a fully grown Rottweiler which barks during the day and night.
They have a kind of paddock in their garden, no roof which adjoins my garden fence and at night they keep it in the shed, locked.

Two months ago I reported it to the Environmental Health who made a visit to my house and heard the dog barking and also witnessed it standing on its hind legs and barking and growling through the top of the trellis which is about 6ft high.

All they did was leave me a form to log down the times it barks and the usual, how do I feel and how does it affect me.
I know that this could take a year or so for the neighbours to be given a Noise Abatement Notice, so was wondering if the RSPCA could do something about it, as I think its cruel and if you have a pet dog, you shouldn't just leave it on its own all day and night.

Whats your opinions please?

What a personal thing to say BB, that is of no business of yours now is it ?
I aasume you have no pets then BB or JoeLuke ? lol
The first comment on that article states that the man died of natural causes (heart attack) and he had no marks on him. The dog was trying to wake his owner up - according to the writer.

I wonder which version is the truth.
I have had dogs, yes. I would never ever get a breed of this kind though, as I have children and would always put their safety first.
Exactly Mrs Chappie, as I said earlier, newspaper do and will exaggerate the truth. End of. This is no slanging match, merely peoples opinions.
My old neighbour was attacked by her own dog.... a Rottweiler!
Breed ??? lol
Goodnight all... :)
At the end of the day, these dogs did not ask to be bred, it was humans who bred these dogs to be this way.

My argument is: this dog does not deserve to be treated cruelly by beating it with a piece of wood as joeluke would like you to.

If anybody deserves to be beaten, its the cruel owners of this dog.

The biggest insult you can give to any dog is a term I often hear:

"some dogs are almost human"

NO THEY ARE NOT!! they are thankfully nothing like humans. they would never treat any creature or human the way humans do.
Rottweilers/Bull Terriers are killer dogs, otherwise why do so many thugs/criminals/drug dealers have them?

End of
I'm not sure why the term "breed" was so amusing to you....

Anyway, I do not condone violence to animals, far from it. however, it does turn my stomach when people have these dogs with children.
They sound like very irresponsible owners, In my opnion.
A list of sub human people, another case of people "using" dogs to defend them, that is because dogs will be loyal to them. these sub humans have caused more death and misery than any dog on the planet.

Joeluke, your cruelty and suggestions that other people should lower themselves to your level of cruelty disgusts me!!!

I put you in the same sub human list that you created!!
Cheers Ratter, appreciate that

They're still killer dogs though and should all be put down
I agree with the fact that any "killer" dog should be put down, that is very different from beating it cruelly with a piece of wood.

Even the killer dog would have been turned into that killer by humans!!
It's a difficult suject. I don't think "putting them all down" is the answer, although I do tend to agree with you that they are indeed very dangerous.
Obviously it has a lot to do with the owners, although I do tend to think that these dogs can just turn at any minute.

I agree, none of the story is the animal's "fault" - animals behave the way their instincts dive them. I also agree that keeping an animal at your whim, beck and call and in whatever conditions the owner chooses is unacceptable. In principle, animals belong in nature, not in human dwellings or other demarcated environment. Humans breed animals for food and those animals are to a substantial degree creations of their breeders - their wellbeing is their responsibility, from food to health, with environment and all these things are rightly strictly regulated. There is a gap in the regulation of animals that are simply a sop to their owner's weaknesses, insecurities and egos, not to mention fashion. That is where the problems that this story points to arise. No authority is likely to be prepared to enforce their opinion on these matters because they don't have the power to do so - until the sort of incident as those that have been referred to in this thread actually occurs. Then, as usual, it will be too late. Until then there will be legions of people who will scream Not my dog, Not my breed, etc., knowing full well that in this society they come under the sort of unspoken protection that in certain parts of the world is afforded the religiously pious. They are substantially beyond reproach simply because their choices are a social totem giving them a type of untouchability.

<<<<<a fully grown Rottweiler which barks during the day and night.<<<<

This is a totally unacceptable state of affairs and whether it is the owners fault or the fault of the dog is irrelevant here. Constant barking can have a deleterious effect on the health and nervous state of the recipient and cannot be ignored.

Never been in the situation, then I can only support giving loelukes solution a try, although I would not like to be the punisher.

Why does it take the Noise Abatement Notice more than a year to be brought into force?
Going back to the OP, I would say yes, do contact the RSPCA.

You are correct in saying that this dog should not be left on it's own day and night. It's obviously not very happy.
