Should I report this to the RSPCA?

The people at the end of my garden have a fully grown Rottweiler which barks during the day and night.
They have a kind of paddock in their garden, no roof which adjoins my garden fence and at night they keep it in the shed, locked.

Two months ago I reported it to the Environmental Health who made a visit to my house and heard the dog barking and also witnessed it standing on its hind legs and barking and growling through the top of the trellis which is about 6ft high.

All they did was leave me a form to log down the times it barks and the usual, how do I feel and how does it affect me.
I know that this could take a year or so for the neighbours to be given a Noise Abatement Notice, so was wondering if the RSPCA could do something about it, as I think its cruel and if you have a pet dog, you shouldn't just leave it on its own all day and night.

Whats your opinions please?

Joeluke, get an education or get a life you fool!!!
I don't have any animals but do not like to see cruelty in any form. I have heard it said that it is not the animals fault if it misbehaves but the owners and I am sure that is true.
Dog treats and biscuits yes, bones no. I'm not being nasty tamborine, but vets have to do operations on dogs so many times because bits of bone get stuck in the dogs' intestines and rip it open.
I agree with JoeLuke. These dogs should not be around small children. They are made for fighting. End of.
My stomach turns when I see parents with these animals.
I agree with Ratter here, it's not the dog's fault, it's the owners, always will be the way a dog is reared, trained, taught - no dog bites unless it is provoked and most kids will pull a dogs tail, ears or just tease the poor animal...and most owners think this is funny, until the dog has had enough ! Why condemn a poor animal its only defence when provoked and yes any dog can turn, not just Rotties or Put Bulls, makes me so damn angry when they blame the animal all the time.
IMO most children need therapy or putting down, sorry but it's true, and again its the parents fault.
Typical low life rag, The Sun - and we all know newspapers exaggerate stories...it is not 100% accurate nor the truth.
JoeLuke, that article made me feel sick. Literally.
These dogs can turn at any moment.
All animals and people can 'turn at any moment' the difference is, dogs can't speak for themselves.....we put animals down who kill, but we just imprison people who murder.
My opinion is that people are wary of big dogs in general
our dog is a mixed breed ( mongerel) and he is a biggish dog ... weve had a lot of dogs in my lifetime but the dog we have now is the best dog i have ever known for Temperament , i trust him 99 percent with other dogs and people , its the owners not the dogs in my eyes
PP.....you seem like a typical 'I think more of animals than I do human beings' kind of person
Purple_popple, are you suggesting that we put dogs above us in the food chain?
I've fed large marrow bones to my dogs without any problems. Pet shops sell large rawhide chews. Dont blame the dog for its distress, its the neglectful owners fault.

I agree tamborine.
ladybird49, I once went to the bar in a pub, where there was a beautiful Rottweiler bitch with it's owner. I started to pet her and talk to her. When the owner realized, he had a go at me telling me not to soften up his dog, what a prat! Mind you, he was a Yorkshireman!
What's the food chain got to do with it, and what has animals v people got to do with it? This is not the issue here - it is called fairness and respect, animals deserve both as humans do, we share the same planet, its not a question of putting animals first...it is about the way both humans and animals are treated.
Because, Purple_popple, you are putting animals before humans.
^ PP......'IMO most children need therapy or putting down'

Why?
What an awful thing to say. I assume you have no children?
Have not read all answers. IMO the RSPCA are a waste of time. all they want are donations.
