caravan laws

what is the law against parking a large caravan in a cul de sac. on the road, not in a drive way. is isn't registered to the owers cars and isn't attached to any. and he parks behind it cuasing...

what laws is there against parking a carava in a cul de sac, the caravan is not registered to any of the owners cars and isn't attrached to any f them. there is lack of parking for ppl that live there...
