Customer Toilets

If I am in a shop with no public toilets what reason would they have for refusing me use of their staff toilets? Is there any law covering this? Is there a health and safety reason?

Can anyone recommend a raelly good food flask that will keep pasta and stew hot from the time I fill it early in the morning (about 7 am) until lunch time (about 1pm). I have now bought two flasks but...
