Central Heating....in half the house!

My central heating is only working upstairs....radiators are hot as usual, downstairs stone cold, and it's freezing! Does anyone have a clue as to what might be causing the problem please?

Which would you consider bad manners?

I work on reception in a hotel, often on my own, answering the phone is among my duties as well as checking guests in/out, If the phone rings while I'm checking someone in, would you as a guest...
